摘要进入21世纪以来，新媒体对于公民社会构建的作用越来越突出，人们越来越倾向于运用网络来表达自己观点，参与公众讨论。与此同时，作为正在迅速成长的新媒体本身也在克服着自身的各种缺点，为公民社会的发展提供便利。应该看到，中国公民社会的发展离不开新媒体的作用，尤其是当下迅速发展的各种新兴媒介技术，例如网络论坛BBS、社会化媒体、微博等。新媒体具有低门槛、跨地域性、匿名性、便捷性等特点，不仅为公民信息交流搭建了互动的平台，而且有助于通过虚拟空间展现公民的现实困境，为培育公民意识提供了有效的途径。同时，新媒体的平等性也使广泛的公众参与成为可能，创立了一个没有强权和中心、自由讨论的虚拟公共领域。但是，我们也应该看到新媒体的固有弱点会造成网络暴力、信源真实性错位以及公民社会成熟程度错位等问题。作为社会的多方面，应该分别从宏观、中观和微观上规范新媒体的发展，优化其在构建中国公民社会中的作用。首先，发挥政府主导作用，积极规范和引导；其次，发挥社会中间作用，优化新媒体表达环境；最后，发挥公众作用，提高自身意识。9036

Title Research on the role of new media in building civil society in China
Abstract
New media is increasingly important in building civil society since the beginning of 21sr century.People are more likely to use network to express their views，participating in the public discussion.At the same time，new media，as the rapidly growing media，is overcoming their own shortcomings to facilitate the development of civil society.
It should be noted that the development of civil society in China is inseparable from the role of new media，especially the emerging media technologies，such as the online forum，BBS，social media and microblog，etc.New media features low threshold，anonymity，convenience and is across the region.It not only builds a platform for the civil exchange ，but also helps to unlock the plight of citizens through the virtual space，thus providing effective ways to cultivate civic awareness.At the same time，the equality of new media leads to the extensive public participation，building a virtual public sphere characterized by no power center and free discussion.However，we should also see the inherent weaknesses of new media.It will result in virtual violence,the dislocation of information source and the maturity of civil society. Every social aspect, should specify the development of new media in the macro, meso and micro level to optimize their role in building civil society in China.First，Chinese government should play a leading role to regulate and guide；Second，social intermediate class is supposed to optimize expression environment in new media；Finally，the public should improve their own awareness.
