摘要防灾减灾机制的建设直接关系到国家灾害预防、抢险救灾工作的进展，对稳定社会秩序具有重要意义。作为世界上自然灾害最多的国家之一，日本在长期抵抗灾害的过程中形成了一套先进完善的国家防灾减灾机制。我国防灾减灾机制建设较为落后，可借鉴日本相关经验，从法律体系、政府管理体制、灾害保障体制、宣传教育体系等方面进行改革，从而推进防灾减灾机制的发展。43353

 Japan's Experience in Disaster Prevention and Reduction Mechanism and its Revelation

Abstract

Construction of disaster prevention and mitigation mechanisms directly related to the national disaster prevention, rescue and relief work in progress, the stability of the social order is important. Japan, as one of the natural disasters than any other country in the world, in the course of long struggles against natural disasters formed a set of advanced comprehensive disaster prevention and mitigation mechanisms. Construction of Disaster Prevention and Mitigation Mechanism lagging behind, can learn from the Japanese experience, in terms of the legal system reform, government management system, disaster support system, education system, so as to promote the development of disaster prevention and mitigation mechanisms.
