摘  要：国家公务员考试制度，是关于国家考试录用公务员的各种规范和准则的总称。我国公务员考录制度中存在着缺少统一的招考规范、考试内容不合理、面试环节中存在的不公平现象、法规体系不健全、监督机制不完善等问题，通过英美两国公务员考录制度的借鉴对提出完善我国公务员考试制度的对策，包括：建立全国统一考试制度，以及健全和完善法律体系、建立和完善考试监管机构、多种测试相结合、完善考官队伍。10736

The Study of China's Civil Service Examination System
Abstract: China's civil service examination system is the general term for the various specifications and standards of national examinations of civil servants. This system is facing series of problems including the lack of unified recruitment specification, unreasonable content of the examination and the inequities of interview incomplete legal system and supervision mechanism. By using the British and American civil service examination system for reference, these countermeasures are given to improve the civil service examination system in China: establishing an unified national examination system: improving and completing the legal system: setting up and improving the examinatorial regulator:combining all kinds of examinations and perfecting the team of interviewers.

前言
在国内就业形势日趋严峻的背景下，公务员报考越来越热。据不完全统计，全国每年举行的各级公务员考试超百次，2013年报名参加国家公务员考试的人数就将近140万。随着就业人口的日益增加，中国的公务员考试将越来越激烈。它已经成为继高考之后竞争最激烈的考试。面对“天下第一考”的公务员考试，在招录过程中报考者的合法权利是否得到了应有的保障呢？
公务员考试录用制度的操作实施及制度的设计方面好坏在“公务员等于铁饭碗”的背景下，不仅仅影响着整个公务员队伍的素质，更是牵扯到个人的职业发展及千家万户的期待与渴望。为了构建和谐社会，体现良好的社会风气，找出公务员考试录用制度中存在的问题并提出合理对策是当下最应该解决的问题。
一、    研究背景及意义
