摘 要：住房保障在目前甚至今后相当长时期内都是一个重大的民生问题。近年来，河南省对住房保障制度进行了有意义的探索与实践，逐步建立了以廉租房和经济适用房制度为主体的多层次的住房保障体系。但从总体上看，这些政策还很不完善，在实施中还存在着一些突出问题，如保障性住房稀少、保障性资金紧张、保障性政策难行等，难以有效满足人民群众的住房需求。因此，有必要进一步完善住房保障制度，加大保障性住房建设的投入力度、做好住房状况调查、加强法制建设等，推进住房保障的健康发展，以实现“住有所居”的社会目标。10653

Henan Strategy to Improve Housing Security System
Abstract: Housing Security might be a major livelihood issue, not only for the moment but also for a rather long period. These years, the related institutions of Henan Province have had plenty of meaningful explorations and practice ,which make gradual contributions to the establishment of a multi-level housing security policy system mainly based on low-rent housing and comfortable housing .But in general,there are also many defects on those policies and practical processes such as the lack of indemnificatory housing resource, the short of indemnificatory fund and the deficiency of implementation capacity .Due to the problems ,they can’t meet the needs of people on housing issue. Thus, there are further steps to take to improve indemnificatory housing policies and the financial situation .We also have to pay more attention to housing conditions and the construction of legal system so as to promote the healthy development of housing security and achieve the social housing aim.

河南省完善住房保障制度的策略前言
住房保障制度是社会为“弱势”群体提供满足其基本生活所需住房的若干制度，既是社会保障制度在住房领域的延伸，也是住房制度对社会保障的体现，是建设和谐社会极为重要的组成部分。河南省作为中原人口大省，经过多年的住房制度改革，紧跟我国住房保障制度的进程，很大程度上实现了河南省的住房需求，满足了部分人群对于住房的需求。但是随着社会的快速发展，人口的迅猛增加，人对于住房的需求越来越多，有些住房问题却愈加明显，通过对于河南省住房问题的了解，发现问题在于保障性住房不足、保障性资金来源不足、保障性政策难行、管理水平有限等，关键解决问题在于制度，政府制定的住房保障制度从总体上来说解决了部分住房困难家庭的住房问题，提高了整个社会的居住水平，但是仍然存在许多待完善的空间。 河南省完善住房保障制度的策略:http://www.751com.cn/faxue/lunwen_9770.html
