摘要当前农民工医疗保险的现状及其存在的具体问题暴露出政府在农民工医疗保险建构中责任的缺失。这种责任缺失的表现主要包括农民工相关医疗保险制度缺少全国性立法、政府对农民工医保建设的财政投入力度不足、监督机制不完善以及政府责任履行的缺位。从监督机制和责任认识的欠缺以及政府职能尚未完全转变来分析政府在农民工医疗保险建构中责任缺失的原因。政府在保障农民工医疗保险时理应采取相关强化措施如完善立法、强化政府责任意识以及加大政府的财政投入力度来健全农民工的医疗保险体系。51769

Research on the Government Responsibility in the Construction of Migrant Workers'

The current situation of the medical insurance of migrant workers and the concrete problems of the migrant workers exposed the lack of responsibility of the government in the construction of migrant workers medical insurance .This responsibility includes relevant medical insurance  is not perfect, the government for the construction of migrant workers migrant workers health insurance financial investment, lack of supervision mechanism is not perfect and the absence of government responsibility of travel. Known from the supervision mechanism and responsibility as well as the lackof government functions have not been completely transformed to analye the reason of government responsibility in the medical insurance of migrant workers in the construction. The government should take relevant measures such as strengthening the legislation, strengthening the government responsibility consciousness, increase the government's financial investment to improve the medical insurance system of migrant workers in the maintenance of social security.
