摘要20世纪80年代开始的政府重塑运动，以及在这场运动中产生的集行政改革理论之大成的新公共服务理论，指出了服务型政府的构建是未来政府行政改革的必然选择。而在服务型政府建设中，20世纪70年代蓬勃兴起的第三部门以其自身独特的性质和作用，有效地弥补了公共服务领域的“市场失灵”和“政府失灵”，从而使政府、营利组织、第三部门在提供公共服务和公共产品，构建服务型政府过程中形成良性互动。本论文首先阐述了文章的研究背景与理论、实践意义，其次主要分析了第三部门、服务型政府的内涵、类型以及特征，最后主要分析了第三部门在构建服务型政府中的作用和地位，以徐州为实证案例分析第三部门在构建服务型政府中如何有效弥补“市场失灵”和“政府失灵”，如何对政府公共服务功能构成有益补充。7276

Title The third sector's role in the construction of service-type Government – taking Xuzhou as an example
