基础设施PPP项目的风险管理研究

摘要：PPP（Public Private Partnerships，公私合营）作为一种新兴的公私合作模式被运用于基础设施项目中，它克服了传统融资模式公共部门资金短缺、生命周期长等缺陷，同时也为私人部门拓宽了融资渠道和获得了一定的收益。但是，在PPP模式发展尚不成熟的中国，风险的管理对整个基础设施PPP项目目标的实现至关重要。本文首先介绍了PPP模式的内涵，其次，识别分析了基础设施PPP项目有九大类主要的风险因素，并分析这些风险因素的特点、影响对象和归责对象,基于层次分析法对风险因素进行评价，用量化的方法对风险因素进行分析。在基础设施 PPP 项目的风险应对上提出了风险分担、风险转移和风险控制等规避措施。本文主要研究了风险的识别、评价和应对整个风险管理过程，以期对国内基础设施PPP项目的风险管理有一定的借鉴作用。61910

Risk Management of PPP infrastructure projects

Abstract: PPP (Public Private Partnerships, PPPs) as a new public-private partnership model was applied to infrastructure projects, it has overcome the shortage of funds in the public sector the traditional financing model, long life cycle and other defects, but also for the private sector to broaden the financing channels and get a certain amount of income. However, the PPP model of development in China is not yet mature, manage risks to the achievement of the entire infrastructure PPP project objectives is essential. In this paper, firstly introduces the meaning of the PPP model, and secondly, recognition analysis infrastructure PPP projects in a total of nine categories of major risk factors, and analyze the characteristics of these risk factors, the impact of the object and return responsible for the object, based on AHP in risk factors were evaluated using quantitative methods of risk factors were analyzed. On the risk response infrastructure PPP projects proposed risk sharing, risk transfer and risk control and other avoidance measures. This paper studies the risk identification, assessment and response throughout the risk management process in order for the risk management of the infrastructure PPP projects have a certain reference.
