Problems Existing in the Basic-level Government Social Management and Development Direction

Abstract: Party’s eighteen big report pointed out that “must be from the height of the maintenance of the broad masses of the people’s fundemental interests,to speed up and improve the basic service system ,strengthen the social management and innovation,promote the construction of socialist harmonious.”Innovation of social management has a significant impact on social development.Grass-roots society is the foundation of the whole society,the stand or fall of social management at the grass-roots level.The development direction of grass-roots society,the development direction of relationship with the society as a whole.In the process of social management at the grass-roots level,the main body of social management at the grass-roots level is the government,the grassroots autonomous organizations at the grass-roots level and mass autonomous organization of civil organizations,etc,is the most direct grassroots social problems facing and dealing with, it also became the main problem of government social management at the grass-roots level.

一、基层政府社会管理的概述

（一）基层社会管理的定义

基层社会管理是国家政权机关直接管理的最低一级，可以和群众自治性组织相结合，共同管理所辖行政区域内的基本公共事务。

（二）基层社会管理的基本任务 

 社会管理的基本任务包括以下几个方面：对社会关系进行协调、对社会行为进行规范、对社会问题进行处理、化解社会矛盾、促进社会公正、应对社会风险、维持社会和谐。

 一是促进社会自治，二是化解非理性社会人与理性经济人的矛盾，三是对社会行为进行规范 ，四是对社会行为的社会效益进行有效检测和监督。

二、基层政府在社会管理过程中存在的问题
