摘要鸦片早在唐朝时便传入我国。吸食鸦片摧残人的身体、消磨人的意志、败坏社会风气，道光以前，康熙、雍正、嘉庆均采取措施禁烟但屡禁不止。英国工业后，英国资产阶级谋求暴利，疯狂向我国输入鸦片，自此鸦片贸易猖獗，鸦片泛滥成灾。68154
道光年间作为英国鸦片行销最盛的时期，自上层统治阶级到下层有识之士均从自身的观点出发、对鸦片的危害有了不同程度的觉醒。然而，禁烟政策却在国内外鸦片贩卖者的阻挠、统治者立场的摇摆、执行者利益的角逐和社会医疗卫生事业的落后等一系列阻力下，非但未能抵制住鸦片销售和吸食的扩散，尤其鸦片贸易合法化后，中国反而成为了世界最大的鸦片生产国。本文在阅读大量的文献资料的基础上对道光年间禁烟政策和执行情况条分缕析，剖析其执行阻力，以期对禁烟、禁毒方面公共政策的制定和执行提供一定的借鉴意义。

Title Resistance in Implementation of Banning Opium Policy in Period of Daoguang Emperor
Abstract
Opium (commonly known as Dayan), was introduced into our country as early as the Tang dynasty. In the Ming dynasty, it was made to be sucked. Sucking on opium can destroy human’s body、 wear down people's will and corrupt social conduct. Prior to Period of Daoguang Emperor, all of Kangxi Emperor, Yongzheng Emperor and Jiaqing Emperor had taken measures to ban sucking on opium. However it did not work well. Especially after industrial revolution in Britain, the British bourgeoisie were crazy to input opium to our country for sudden huge profits. Ever since the opium trade has been rampant, and opium has been flooding.
Period of Daoguang Emperor as the most prosperous period of Chinese-British opium marketing, consciousness of the harm of opium in different degrees has been generated from the upper ruling class to the lower ruled class from their own standpoints. However, the banning opium policy failed to resist the sales and the spread of smoking opium on the whole, due to a series of resistances including opium traffickers’ obstructing、 unsteadiness of dominator’s will、 completion of practitioner for interests as well as lags behind of social medical and health undertakings. What’s more, after legalizing the opium trade, China has become the world's largest producer of opium. This paper analyzes the banning opium policy and implementation during the Period of Daoguang Emperor by studying a large number of literature to find the executive resistances, so that we can provide certain reference significance to the formulation and implementation of public policy to smoking and drug control.
