摘要近年来 ，住房保障一直是社会舆论的焦点，而其中重要组成部分的住房公积金制度也受到了大量的关注。这些年来，住房公积金制度为我国住房改革做出了颇多贡献，但是住房公积金制度在实际运行中也存在着严重的不公平问题。本文通过简单介绍我国住房公积金制度的基本性质，来引出对住房公积金制度公平性的界定，同时分析了我国住房公积金制度公平性缺失的表现，再针对这些缺失分别从我国住房公积金制度使用机制、管理机制、缴存机制以及环境因素来分析产生不公平现象的原因。最后，通过扩大住房公积金的覆盖面和使用范围，保障我国住房公积金制度的增值收益公平，建立规范化的运行管理及监督机制和加强住房公积金制度相关法律建设等等方面提出完善住房公积金制度公平性的建议。68153

Title The Research on Fairness of Housing Provident Fund System in China
Abstract
In recent years, Chinese housing system has always been the focus of public opinion. As essential part of the housing system , housing provident fund system has also been a lot of attention. Over the years, the system of housing provident fund has made a contribution to reform of the housing system in China, but there are serious unfair problems with the implementation of housing provident fund system in actual operations. By a brief introduction to the nature and characteristics of housing provident fund system in China, this article defined the fairness for housing provident fund system and analyzed the performance of the absence of fairness in our country . By aspects of current management mode system，payment and deposit system ，expenditure system of housing provident fund and environmental factors ,the article analyzed the causes of the unfair phenomenon. Finally, by expanding the coverage and using range of housing provident fund , guaranteeing fair value-added proceeds of housing provident fund in China, establishing the standardized management mode system and supervision mechanism and strengthening the law construction of housing provident fund system , the system of housing provident fund can achieve better fairness principle.
