    In this paper, starting from the structural composition of semi-flexible pavement materials to research the semi-flexible composite pavement material. From the root of the problem to understand and solve the problem. To understand the interaction between their constituent material, strength formation mechanism and influencing factors to provide theoretical basis for semi-flexible pavement material components optimized. Semi-flexible pavement material has two main parts: the cement mortar and matrix asphalt. So its performance is mainly affected by them. Therefore, this paper discuss various aspects of the cement mortar and matrix asphalt in theory, proposed an systematic design method of cement mortar and matrix asphalt mixture and a designed mix of cement mortar and matrix asphalt to prepare semi-flexible pavement material which meeting mechanical properties and performance requirements. Studying the various performance of this semi-flexible pavement material. 

        Based on the relationship between the semi-flexible pavement material composition, structure and properties,and combined engineering practice, in this paper, understanding semi-flexible pavement design methods, construction techniques, the quality control parameters for engineering application and the road performance, like high-temperature stability, low temperature resistance crack resistance, water-stable   performance and so on. Laying the foundation for the popularization and application of Semi-flexible composite pavement design technology.
