摘 要：此次毕业设计是根据宿迁亿嘉置业房地产开发公司提供的招标须知、合同条件、招标范围、技术规范、施工图纸及其它有关文件而编制的商务标文件。通过计算施工图纸各个部位的工程量得到工程量清单，再通过套定额进行组价，最终形成单位工程总报价。该商务标文件招标范围是土建工程部分，其主要内容为投标报价总价、总说明、工程项目投标报价汇总表、单位工程投标报价汇总表、分部分项清单计价表、分部分项工程量清单综合单价分析表、措施项目清单计价表、其他项目清单计价表，规费、税金清单计价表。在编制过程中，以《房屋建筑与装饰工程工程量计算规范》 （2013 版） 、 《江苏省建筑与装饰计价定额》 （2014 版）为依据，运用工程量清单计价法，充分考虑施工企业的技术水平、管理水平以及建筑市场材料价格编制商务标文件，合理的控制工程造价成本，以达到顺利中标。62882

1 设计选题说明1.1 选题依据工程量清单计价的基本原理就是以招标人提供的工程量清单为依据，投标人根据自身的技术、财务、管理能力进行投标报价，招标人根据具体的评标细则进行优选。工程量清单计价适应了社会主义市场经济的发展，采用工程量清单计价法有利于企业有效地控制工程造价和科学的管理造价，有利于企业在确保工程质量的同时，降低工程成本，使工程造价控制在合理的范围内，实现企业的效益最大化。投标报价在中标中占得的比例为60%-70%，因此，通过工程量清单计价法编制投标报价书显得尤为重要。
