    4 研究述评

        综上所述，国内外学者关于节能减排绩效评价的研究主要集中在以下几个个方面:一是节能减排的概念以及重要性，二是节能减排绩效评价指标体系及方法，三是影响节能减排绩效的因素及提高节能减排绩效的政策建议，四是节能减排技术的创新。节能减排对企业、国家乃至全球人类的重要性已经达到了广泛共识。但由于中国相对国际上一些发达国家在节能减排方面起步较晚，因此目前还没有具有普遍性的节能减排绩效评价体系，换言之，可移植性的研究成果并不多见。

    总而言之，众多国内外经济学家对此作了系统研究并获得了大量的研究成果。但国内学者的研究中部分针对某一行业构建指标体系为主，部分仅讨论适合节能减排绩效评价的方法运用或着重探讨宏观政策等，缺乏将评价指标体系与合理的评价方法结合的系统的研究。并且，鲜有国内学者站在企业的微观企业角度以投入产出的视角研究重污染企业节能减排的绩效。因此本研究以节能减排投入绩效为纲，以投入产出的绩效分析为视角，在分析节能减排投入内涵的基础上系统结合指标体系与评价方法来研究重污染节能减排投入的绩效评价具有一定的独创性价值型。
