摘要章太炎的地方自治思想是针对近代中国高度集权的中央统治提出的，是强化地方权力，虚置中央权力的政治权力体制构想。章太炎认为在地方自治的基础上，可实现各省自治。在各省自治的基础上，实现联省自治，实现联省自治，从而实现共和的中国。本文在梳理了我国学术界对于章太炎的联省自治主张的研究的基础上，将视角集中于该主张中的地方自治思想，整理地方自治思想的内涵、基本主张。评价章氏地方自治思想对于二十世纪初期中国的影响。更重要的是，研讨其对于当下中国政府改革的借鉴意义。44142

Abstract

Zhang Taiyan's thought of local autonomy is proposed according to highly centralized rule in modern China. It is a blueprint political power system of strengthening the local power and making the central power a figurehead. Zhang Taiyan thinks that provincial autonomy can be realized on the basis of local autonomy, Interprovincial autonomy can be achieved on the basis of provincial autonomy, and the republic of China can be accomplished on the basis of Interprovincial autonomy. This paper has combed the academic studies on Interprovincial autonomy advocated by Zhang Taiyan. Basing on this, we focus on the local autonomy thought in it, sorting out connotations and basic propositions of the local autonomy thought. This is an evaluation of the influence of local autonomy thought to China in early 20th Century. What’s more important is its reference meaning to the government reform in China today.

章太炎地方自治思想研究
