摘要:研究目的：通过收集并列举建国以来全国各地开展的农地金融政策试验中存在的问题及政府相针对的对策实例，进行对比分析，归纳总结其政策的施行方针、绩效结果、本质内涵以及经验教训，为切实推进我国农地金融政策建设提供案例经验，也为提高农业生产绩效、促进农业现代化提供农地金融方面的政策参考。研究方法：文献分析法、比较分析法和调查法。研究结果：完备的相关法律支持、合理的金融机构设置和有效的风险回避手段是农地金融政策的三个核心，我国目前已有的农地金融实践案例中出现的问题也多集中在这三方面。其次，与农地金融相关配套制度设施的缺乏也是推进农地金融发展的一大阻碍。研究结论：在推进农地金融发展工作时，政策制定者应因地制宜，结合当地实际合理施政，完善法制建设，拓宽融资渠道，多元化风险分担，科学地推进农地金融的发展进程。33205

Practical problems and Countermeasures of China's Rural Land Financial Policy

Results: the related legal support complete and reasonable financial institutions set up and effective risk aversion means three core farmland financial policy, has been the practice case of farmland financial situation in China is also concentrated in these three aspects. Secondly, the lack of supporting facilities related to agricultural land finance is also a major obstacle to the development of agricultural land finance. Conclusions: in promoting the work of farmland financial development, policy makers should be combined with the actual local conditions, reasonable policy, perfecting the legal system, broaden the financing channels, the persification of risk sharing, the development process of science to promote agricultural finance.
