摘要从福克斯和米勒（1995）将后现代公共行政的概念引入公共行政领域后，学术界对其的相关理论研究一直没有停止。本文梳理并分析了后现代公共行政理论（特别是福克斯和米勒的）及其对于官僚制的批判。首先简要回顾了官僚制的概念和困境，接着分析了后现代公共行政理论中的符号政治学、超现实概念和结构主义理论；然后根据后现代理论重点批判了官僚制的效率元叙事，官僚制的理性预设的问题，以及重复性实践理论和公共能量场理论对于官僚制的冲击；其次，文章对于后现代公共行政理论中的理性困境、对最佳结果的肯定的矛盾还有实践上的困难做了分析；最后，本文分析了后现代公共行政理论对我国公共行政的一些启示。33947

Title Criticism on Bureaucracy from the Perspective of Postmodern Public Administration Theory
Abstract
Since Fox and Miller(1995) introduced the concept of Postmodern Public Administration into the field of public administration, intense discussions about this theory never stop. This paper investigates postmodern public administration theory(especially Fox & Miller’s) and it’s criticism on bureaucracy. Firstly, there is a brief study about bureaucracy. Then this paper explains the three basic concepts of postmodern public administration, that is, symbolic politics, hyperreality and constructivism. And then I criticize about the efficiency-narrative of bureaucracy and Reason of bureaucracy from the perspective of postmodern public administration theory, followed with some discussions about the impacts of recursive practices and public energy field to bureaucracy. Fourthly, this paper pays attention to the dilemma of Reason, best result and practices of post modern public administration theory. Lastly, this paper proposes some inspirations from postmodern public administration theory to Chinese public administration.

1 绪论
1.1 问题的引起
后现代公共行政概念在1995年由福克斯和米勒引入公共行政领域，引发了公共行政领域的巨大震动。后现代公共行政理论以后现代哲学为基础，对现代公共行政进行了颠覆性的批判。国外的相关研究热潮在二十世纪九十年代中后期，进入新世纪，部分源于现有理论的不足，部分源于后现代公共行政理论无法拿出在政治上可行的方案，导致了相关研究进入了一个相对的低潮，但是后现代公共行政理论的活力和潜能是每一个公共行政学者不能够忽视的。
相对于国外的研究，国内对于后现代公共行政一直缺乏足够的研究，大部分论文都集中在对于九十年代的著作的阐释上，因而，本文希望通过对后现代公共行政理论，特别是其主要作者在九十年代末期和新世纪的一些新思考进行研究，侧重于其理论对于官僚制的批判上，希望能够从中得出有理论或实践意义的观点。 后现代公共行政视角下的官僚制批判:http://www.751com.cn/faxue/lunwen_31281.html
