摘要政府与公民关系事关社会主义现代化建设进程，对新服务型政府具有建设意义。当前，我国政民关系存在诸多问题，例如价值取向偏差、属性缺失引起的政民关系不和谐等。通过运用新公共管理理论，引入市场机制，提高政府绩效，着重强调“为公众服务”、“为顾客服务”的治理理念，转变政府工作作风和职能、改革公民参与制度，重塑我国政府与公民的关系，为建设新服务型政府提供参考。43358

Remold The Relationship Between The Government And The Citizen In The Perspective Of
New Public Administration
Abstract
The relationship between the government and the citizen is related to the construction of socialist modernization, and it has great significance to the new construction of service oriented government. At present, there are many problems in our political and civil relations, such as the deviation of value orientation, and the relationship between the government and property is not harmonious. Through the use of new public management theory, we introduct market mechanism, improve the government performance, emphasize "public service" and "for customer service" management concept, change government working style and function, reform citizen participation system, and reshape the relation of government and citizens to provide the construction of new service type government.

新公共管理理论是以经济学为基础，以协调政府和市场关系为中心的公共管理理论，20世纪80年代在英、美国应运而生，并迅速推广到全球，成为现代西方政府管理治国重要理论。因此，将新公共管理理论运用到当前社会主义建设，对改善当前国内政民关系以及建设新服务政府具有非常现实的意义。

1.新服务型政府
