政府购买公共服务的法律规制

摘要：目前我国在政府购买公共服务上欠缺相应的制度保障，购买的范围也不够明确。与其他国家相比我国在这方面没有统一规范的程序，监督机制有效性不足，也欠缺制度化的评估机制。这些问题的存在势必会影响政府购买公共服务的实效性和质量。因此我国政府必须完善相关的法律制度来确定公共服务的范围和标准，规范政府购买公共服务的程序，建立多元、科学、公正的监督机制，完善相应的评估机制。除了以上提到的几点外，政府还需要转变观念，有计划地推进政府购买公共服务，建立创新型服务政府。57058

Abstract: At the present in China, there are some shortcomings in government purchasing public service, the purchasing scope is not very clear. Compared with western countries in this field, China does not have enough unified regulations, inefficient supervision mechanism and the lack institutional assessment are another problem. In order to solve the problems mentioned above, it’s necessary for our government to complete relevant laws which could not only determine the scope and standard, regulate the procedure, but could also help build a persified, scientific and just supervision mechanism and complete the related assessment mechanism. On the other hand, the government should change her idea so that she would promote the complement of government purchasing public service step by step, build a innovation-type government that services people.
