摘要异地高考于2008年全国人大代表会上提出，它主要是解决随迁子女的高校入学考试问题。但是在政策实施过程中却出现了政策主体、利益关系、外部环境等困境，导致“异地高考”政策至今还没有彻底实施。本论文从“异地高考”政策的研究背景与意义入手，研究了“异地高考”政策的起因与现状，并且运用公共政策分析方法，从政策主客体、外部环境三个方面分析“异地高考”政策实施的困境，得出“异地高考”政策的改进方法，比如思想上的引领、制度上的创新、环境上的协同等，从而可以给相关的公共管理部门提供借鉴。50877
