摘要本文通过对二孩政策与生育保险的研究，阐述了二孩政策及生育保险的内容、由来及发展演变，进一步分析了两者变革的利弊以及实行二孩政策对生育保险的机遇和挑战。全面放开二孩政策有利于保持合理的劳动力规模，延缓人口老龄化速度，促进经济持续健康地发展，为实现中华民族的伟大复兴创造良好的人口环境。生育保险为企事业单位员工所享受的基本权利，对维护女性生育期间的合法权益和家庭关系具有重要意义。二孩政策的全面实施，对我国生育保险的收支平衡、制度转变和社会服务都产生了影响。因此，我国的生育保险有必要通过改革来应对二孩政策的发展。58934

Research on the problem of the full liberalization of two-childpolicy and maternity insurance
Abstract Based on the research of the two-child policy and maternity insurance,the articaldescribes the contents and the evolution of two-child policy and maternity insurance,andmakes the further analysis of the pros and cons of the development of them.Besides,italso researches the two-child police of birth insurance opportunities and challenges.Thefull liberalization of two-child policy helps maintain a reasonable scale of labor,slow thepace of population aging,promote the sustained and healthy economic development andcreate a good population environment for the realization of the great rejuvenation of theChinese nation.Maternity insurance is the basic right of employees in enterprises andinstitutions,which has important significance of protecting the legitimate rights andinterests of women.The full implementation of the two-child policy has an impact ofChina’s maternity insurance in the balance of payments economic,system and socialservices,but it also requires China's maternity insurance reform to fit the development ofthe two-child policy.

全面放开二孩政策和生育保险的问题研究0 引言党的十八届五中全会宣布全面实施二孩政策，即从 80 年代初期就推行的独生子女政策即将退出历史舞台。二孩政策，是中国推行的一种计划生育政策，规定符合条件的夫妇可以生育“二孩” 。这一政策的颁布不仅在生育意愿上对全民进行了一个重新的引导，而且也影响了生育保险制度的调整和适用。生育保险是指妇女劳动者由于生育暂时中断劳动时，国家对妇女劳动者提供保障的一种社会保险制度。中国的生育率由高向低转变后，出生性别比例失调、人口红利消失和人口老龄化增长等问题也逐渐显现出来。为了解决人口、环境和经济之间的矛盾，最为可行的方案就是放宽二孩政策。
1 二孩政策1.1 二孩政策的发展为了控制我国人口形势严峻的局面，从上世纪六十年代起，全国就开始推行节制生育运动。 “计划生育 ”是指国家以降低人口增长速度的方法来有效控制人口数量，改善人民素质的政策。1、据中国国家统计局《新中国 60周年系列报告之五：人口总量适度增长结构明显改善》显示：1949 年至 1953 年，人口死亡率降低了 6‰，人口自然增长率增长了 7‰,这是新中国成立以来的第一个人口出生高峰期。于是，控制人口数量就成了工作的重点。2、1958 年大跃进客观上阻碍了计划生育政策的步伐。1958-1961 年，由于国民经济困难，群众的生育意识也不高涨。1962-1964年，人口急剧增长，我国迎来了第二个人口高峰期。全面放开二孩政策和生育保险的问题研究:http://www.751com.cn/faxue/lunwen_63955.html
