摘要：随着经济的快速发展，也由于相关制度不健全，我国贪腐案件频发，十八大以来，我国反腐败力度不断加深，但反腐败仅靠惩罚是不够的。素有“阳光法案”美称的公务员财产申报制度正是实现廉政的有效途径：确立公务员财产申报制度的合法地位，有效地将公务员的财产及其变化情况置于阳光之下。就目前我国公务员财产申报制度发展情况来看，虽然也有试点推行，为全国实行公务员财产申报制度提供了大量的经验，但是由于各地方的特殊性，并不能被广泛采纳，存在许多的漏洞，其作用没有充分地发挥出来。我国公务员财产申报制度的建立和实施都面临困境，采取相关的措施势在必行。62491

The civil service property declaration system research in China

Abstract: With the rapid economic development, but also because the relevant system is not perfect, frequent cases of corruption, eighteen years, our efforts to deepen anti-corruption, anti-corruption alone but punishment is not enough. Known as the "Sunshine Act" ,it is an effective way to bring about honest: to establish the legal status of official property declaration system, which effectively changes the properties and their civil servants under the sun. On the current development of official property declaration system point of view, although there are piloted for nationwide implementation of official property declaration system provides a wealth of experience, but because of the particularity of each locality, can not be widely adopted, there are many loopholes, which no full play the role. The establishment and implementation of official property declaration system are facing difficulties, to take relevant measures imperative.

新中国成立以来，我国经济在不断迅速发展的同时也不可避免地带来了腐败的问题，尤其是公职人员作风不正利用人民赋予的权力贪污腐败，不利于人民的福祉，为我国推进法治进程埋下了极大的隐患，危害性极强。从透明国际发布的反腐败指数（见表格）可以得知：近年中国腐败指数不断上升，廉洁度排名愈加靠后，我国反腐败形势不容乐观。

    各种腐败现象和特权现象对一个政党和政权造成的危害是极其庞大的，不仅损害人民利益、破坏政府形象，甚至可能会动摇整个国家的稳定。面对日趋智能化、复杂化、隐蔽化的犯罪行为和新型犯罪形式和手段不断涌现的局势，遏制和根除腐败已经刻不容缓，反腐败工作已经不能局限于对纯粹的权钱交易的查处，而应该深化拓展，目前中国反腐工作也已开始注重查处“隐性腐败”。[1]作为一种创新性的廉政战略，公务员财产申报制度顺应我国国情，能够以制度反腐的形式主动出击，变传统的事后监督为事前监督，从源头上治理腐败。 我国公务员财产申报制度研究:http://www.751com.cn/faxue/lunwen_68730.html
