摘要网络实名制是解决网络生活中层出不穷的暴力事件，不断涌现的不良信息、道德的缺失以及预防追踪网络犯罪的一种有效手段，能起到关键性的缓解、消除作用。但是，网络实名制本身也存在着诸多争议与实施困境。因此，需要学习、借鉴国外实名制的发展经验、综合考量国内外的各种因素，结合本国实际进行有益的探索与改良。本文通过文献分析法、实证分析法、比较研究等方法，探讨研究了网络实名制的概念和特征；介绍了包括韩国和欧美等地区的国家在内的外国网络实名制的实行情况；叙述了我国网络实名制的发展轨迹；对比分析了网络实名制与网络匿名制的优劣。建议政府加快职能转变、设置专门机构网站、完善法律框架来维护互联网的健康发展，促进网民和谐自律。67215

Abstract
Network real name is to solve the network life endless violence emerging bad information, the lack of ethics and the prevention of tracking cybercrime is an effective means, can play a crucial relief, eliminate the role. However, the network real-name system itself, there are also a lot of controversy and implementation difficulties. Therefore, the need to learn from foreign experience in the development of real-name system, comprehensive consideration of various factors at home and abroad, combined with their actual useful exploration and improvement. In this paper, literature analysis, empirical analysis, comparative research methods, through research network real-name system concept and characteristics; introduced, including South Korea and Europe and other countries in the region, including the foreign network real-name system implementation case; describes our NRS development path; comparative analysis of the network and the network real-name system merits of anonymity. Urging the Government to function transformation, set up a special agency Web site, improve the legal framework to safeguard the healthy development of the Internet, and promote harmony netizens discipline.
