我国公务员考试与录用制度问题研究

摘要为政之要,首在择人,更在以制举人。现如今,世界各国纷纷建立起公务员制度,而公务员考试与录用制度是公务员制度的核心内容,它的改革与完善有利于公正地选拔人才,有利于建设高素质、高效率的公务员队伍,塑造良好的政府形象。我国公务员考试与录用制度自1993年建立以来不断探索,取得了很大成效,但同时也存在着一些不容忽视的问题。本文梳理了公务员考试与录用制度的基本理论,论述了当下公务员考试与录用的程序和内容,同时通过对当前公务员考录机制运行现状的分析和思考,挖掘出公务员考录程序中存在的影响公平的因素并进行深入分析,针对程序公平问题,提出完善我国公务员考录制度的对策建议。33949

Title   Study on civil service examination and employment system in China 
           ——Focusing on the examination of procedural fairness analysis  
Abstract
For politics, first in choosing the people, more in the examination. At present,  many countries have established civil service, and the civil service examination and employment system is the core of the civil service, it is conducive to the reform and perfection of Justice to talent from which is conducive to building a high quality, highly efficient civil service team, build a good image of the Government. Civil service examination and employment system in China since its inception in 1993, continue to explore, has made great achievements, but there are also some problems. This article sorts out the basic theories of civil service examination and employment system, discusses the procedures and content of the present civil service exams and employment, through the civil service examination system currently running analysis and study on present, digging out the examination procedures for civil servants in the in-depth analysis of the factors affecting the fair and, for procedural fairness issue, put forward suggestions of perfecting the civil service examination system.
