摘要经济发展总是伴随着农村劳动力向城市的转移，因此全面建设小康社会的重点和难点在农村，农村剩余劳动力的转移是解决“三农”问题的关键。为了促进农村劳动力有效转移，政府和社会各方面都越来越重视农村劳动力的转移培训工作及相关问题研究。本文通过对山西省长治县农村劳动力转移现状及劳动力转移培训工作现状的调查和分析，总结出山西省长治县农村劳动力转移培训工作中存在的主要问题，并在借鉴国内外农村劳动力转移培训先进经验的基础上，提出如何提高山西省长治县农村劳动力转移培训工作成效的相应对策建议。49423

The Study on Training Situation and Countermeasures of Changzhi City Rural Labor Transfer
Abstract
Economic development is always accompanied by the transfer of labor force from country to city, so the comprehensive construction well-off society's emphasis and difficulty in the countryside. The transfer of rural surplus labor force is the key to solve the problem which includes agriculture, countryside and farmers. In order to promote transfer of the rural labor force, the government and society pay more and more attention to the training and study on transfer of rural labor force. This article sums up the existing problems of Changzhi City rural labor force’s training job through the survey and analysis about the situation of Changzhi City rural labor force’s transfer and training. On the basis of taking example by the domestic and foreign advanced experience, the article comes up with how to improve the effective of Changzhi City rural labor force’s transfer training work.

1.1.1研究背景
我国拥有世界五分之一人口和世界第三的国土面积，地大物博、资源丰富是我国的最显著特征。其中劳动力资源丰富更是长期以来我国经济发展中的一大优势，但是随着科技进步，工业化、城镇化的大力推进，作为占全国劳动力72%的约5亿农村劳动力来说，以前的优势却成为了制约中国向前发展的主要障碍。根据发达国家农村劳动力转移的经验，农业劳动力在全部劳动力中的份额下降到10%是一个国家基本完成劳动力转移的标志，我国农村劳动力人数达到72%，但实际转移数还不足40%，因此，对农村劳动力的转移成为了党和国家改革社会结构，提高农民收入，改善农村条件，建设和谐社会的重要任务，是关系全局发展的战略性问题。 山西省长治农村劳动力转移培训现状及对策研究:http://www.751com.cn/guanli/lunwen_52408.html
