摘要:在欠发达地区,如何协调经济增长和环境质量的冲突问题日益紧迫。本文以淮安市为例,选取2003-2014年间工业废水排放数据和经济增长水平数据,运用多元回归分析检验了环境库兹涅茨曲线。结果显示,随着经济增长,淮安市工业废水排放量不断增加;但当经济增长到一定程度之后,工业废水排放量逐渐下降。目前,淮安市经济发展阶段位于“倒U”型曲线的右侧,这意味着淮安市进行环境治理的经济条件已经具备。因此,淮安市应加大环保投资、加强环境治理的力度。69759

Abstract: Industrial wastewater discharge is the most important source of water pollution in China, and the water environment in most regions had burdened heavily in the process of industrialization. This paper analyzed the discharge characteristics of industrial wastewater from 2003 to 2014 in Huaian city and the relationship between the discharge amount and the economic growth.The result showed that because of the steady development of economic growth, the amount of industrial wastewater increased slowly with some fluctuations since 2003, while the discharge intensity decreased.Compared to the increase rate of GDP in Huaian city during the same period,the increase rate of wastewater was much slower. The relationship between industrial wastewater and economic growth was also simulated adopting the Environmental Kuznets Curve.The studies argued the relationship between industrial wastewater discharge and GDP per capita was a slightly inverted U shape in 2003-2014. Simulation revealed that the discharge amount tended to climb up in a long period and then declined with the economic development.
