摘要：在义务教育教师轮岗制度的推行下，淮安市积极试行，但在试行中出现了以下问题：教师对轮岗制度存在误读，把教师轮岗等同于支教，认为教师轮岗只是教师的事情同时缺乏价值认同，；教师轮岗制的政策制度不健全，不能保障教师的正当利益，缺乏监督管理机制；教师轮岗制度存在制度矛盾和利益矛盾；教师轮岗制可能导致师生适应困难、学校特色丧失以及难以实现区域间教育均衡。只有加强宣传教育、完善政策体系、构建矛盾调解机制以及赋予教师公务员身份才能保证该项教育制度取得预期效果，保证最终实现教育均衡化的目标。65091

Abstract: When China starts The Teacher Rotation Policy in the compulsory education system, Huaian carries out positive trial. However, it brings out some problems in the process of The Teacher Rotation Policy. For example, a lot of teachers have some misunderstandings about the policy in which teachers think the policy is equivalent to supporting education and the policy is just related to teachers; the policy is not sound enough to protect the interests of teachers and to supervise and manage; the policy is mostly likely to result of serious problems such as the difficulties for the teachers and students to adapt to each other. I think if we want to achieve the objectives of The Teacher Rotation Policy to achieve education equity and balance, we must strengthen the publicity and education of the policy. At the same time, we need to not only improve the policy system, but also we should build mechanism to regulate conflicts and teacher is equal to civil servants . Only in this way can we achieve the goal.

1引言
