摘要：随着社会经济的不断发展，农村地区家庭承包经营规模小、农业生产效率低、农民意识落后、农村土地流转不规范等问题逐渐显露。本文认为，必须积极地采取规模化的农业经营，建立一个规范有效的土地市场，完善农村的社会服务体系，保障农民的基本权益，才能提高农业生产率，增加农民的基本收入，从而提高农民的生活程度，兼顾社会zhuyi新农村的建设步伐。然而，就目前而言，江苏苏北地区的土地管理制度、农村劳动力素质、土地流转机制和农村社会化服务体系等因素却制约着农村土地的发展，需要我们坚持科学发展观、转变政府的职能、准确定位政府的角色、建立和完善农村社会保障制度、加强农民的素质教育、提高农民的认识、建立健全土地流转机制和加强社会化服务体系的建设，促进农村地区的可持续发展。65610

Abstract：With the continuous development of social economy, problem of rural household contract management of small scale, low efficiency of agricultural production, farmers' awareness of backward, rural land circulation is not standard gradually revealed. This article believed that, must actively take the scale of agricultural operation, establish a standardized and effective land market, improve the rural social service system, protect the basic rights of farmers, to increase agricultural productivity, increase income of farmers, so as to improve their living level, taking into account the pace of the construction of new socialist countryside. However, at present, the development of Jiangsu North Jiangsu land management system, the quality of the rural labor force, land transfer mechanism and rural social service system and other factors are restricting the rural land, we need to insist on Scientific Outlook on Development, the transformation of government functions, determining the role of the government, establish and perfect rural social security system, to strengthen quality education, improve the peasants awareness of farmers, establish and perfect the land transfer mechanism and strengthen the construction of social service system, promote the sustainable development of rural areas.
