摘要：入世十多年，中国的纺织品出口业迅猛发展，凭借着低廉的劳动力、丰富的原料两大绝对优势稳占世界市场，成为我国在世界市场上增长势头最好、创汇能力最高的产业之一。但由于全球金融危机使得世界各国经济持续疲软，而人民币升值、劳动成本上升、退税下调等一系列震荡也接踵而至，给我国的纺织品出口企业带来了巨大影响。另外，以技术法规、技术标准、合格评定程序以及卫生检疫措施为主要内容的技术性贸易壁垒的使用越发频繁；以国民安全、环境保护为由的“绿色贸易壁垒”也成为发达国家限制发展中国家对外贸易的一种常见却极具打击性的贸易保护措施。这些新型的贸易壁垒对我国出口贸易的总体影响越来越明显，也使我国纺织品行业长期以来的内在缺陷越渐显露，许多纺织品出口企业尤其是实力较弱的中小企业在这种背景下都束手无策，举步文艰。21509

本文的研究目的是希望在分析纺织品业遭遇的新型贸易壁垒的同时，还能够找出突破纺织品业发展瓶颈的方法，从不同的层面找到应对贸易壁垒的策略。

The situation and solution of the trade barriers facing in Chinese textile industry
Abstract：After China joined WTO，the output of her textile industry has been increased rapidly and become one of the world best growth market depend on its competitive labor and abundant raw material. However, the world economy continued weakness due to the global financial crisis. And also, a series of shocks including RMB appreciation, labor costs rising and tax rebates has brought tremendous impact to China's textile export enterprises. Additionally, the technical trade barriers have been used frequently these years which contain the corn of technical regulations, technical standards and conformity assessment procedures and health quarantine measures. Moreover, "green barriers" has also become a common protection measures which developed countries used to limit the international trade in developing countries. All these new trade barriers mentioned before have impact the output in China more and more obvious，and reveal many inherent flaws of our textile enterprises . In this context，Many textile export enterprises, especially SMEs，become helpless and struggling and have no idea how to conquer the barrier.
The purpose of this paper is to analyze new trade barriers textile industry suffered and to find methods and strategies from different departments to deal with bottlenecks in the development.
