摘要在全球推行低碳经济转型时期,我国的“十一五”规划将能源消耗强度降低和主要污染物排放总量减少确定为国民经济和社会发展的约束性指标,把节能减排工作作为调整经济结构、加快转变经济发展方式的重要抓手和突破口。现在,我国“十二五”规划又再次对我国节能减排任务提出新要求新任务。而企业作为经济发展的重要推动力,是耗能排污的主要来源,因而建立一套科学、合理、系统的企业节能减排投入绩效评价体系以推动企业节能减排工作是一项重要且迫切的任务。本文从企业节能减排和投入绩效评价的相关文献研究入手,系统分析了企业节能减排投入、产出以及其投入绩效评价的内涵,从宏观、中观、微观层面对影响企业节能减排投入绩效的因素进行了分析;构建了企业节能减排投入绩效评价指标体系并选择了评价方法,形成了由企业节能减排投入和企业节能减排产出2个一级指标,企业节能减排资金投入等8个二级指标以及节能减排设施运行费用等24个三级指标组成的企业节能减排投入绩效评价的理论指标体系;基于投入产出的视角并结合企业节能减排活动的特点,选用DEA数据包络分析评价了工业领域重污染行业的节能减排投入绩效;最后进行总结并提出了针对企业节能减排的对策和建议。64853

Title Reaseach on Energy Conservation and Emission Reduction Input Performance Evaluation of Heavily Polluting Enterprises
Abstract
As the low carbon economy transition period is implemented in the global, energy conservation and emission reduction are the important starting point and breakthrough of the adjustment of the economy structure and accelerating the transformation of economic development. Now, China’s “12th Five-Year Plan” put forward new demands and new tasks on energy saving and emission reduction task again. It’s an important and urgent tasks to establish a scientific and reasonable system about energy saving and emission input performance evaluation of enterprises. This dissertation starts with the study on relevant literature, and then systematically analyzes the basic issues and factors influencing enterprise energy saving and emission reduction input performance from the macro, meson and micro levels. It constructs the index system and methodological system of evaluating its input performance.DEA method is applied to evaluation based on the heavier pollutant industry fields. Finally, summarize and put forward countermeasures and suggestions for energy conservation and emission reduction of enterprise.
