[摘要]政策执行是政策能够实现政策目标所必须经历的政策过程，政策执行的效果直接反映了政策目标的实现程度。然而当前，我国由于政策内容质量不高、政策执行主体能力素质欠缺、政策执行的配套机制不完善等方面的影响，公共政策在执行的过程中出现了一些执行的梗阻现象，使得政策执行的效果偏离了政策制定的初衷，全面削弱了政策执行的有效程度，阻碍了政府公信力的提升，更使得公众对政府的依赖和追随热情逐步减退。因此，必须对各种障碍因素进行分析研究，主要可以从完善政策内容、加强执行主体队伍建设、强化监督机制等层面来纠正偏差，以推进政策的有效执行，从而保障政策目标的顺利实现。31432
