摘要:锂电池是目前发展最迅猛的民用化学电源。锂电池使用普遍,大到电动汽车,小到电脑主板电池。运输条件对锂电池运输过程中的安全性有着较大的影响。随着锂电池普遍使用,安全问题日益突出,相关法律法规仍存在很多缺陷和漏洞。本文介绍了作为危险品的锂电池性质、危险货物运输的建议书及标准手册中锂电池运输鉴定的相关规定,针对锂电池危险特性,重点阐述UN38.3试验对锂电池安全性能的要求,研究制约国内锂电池产品质量因素,并总结了近年来提高运输安全的研究成果。35546

Research on transportation regulations for lithium batteries
Abstract: Lithium battery is currently the most rapidly developed civil chemical power sources. Lithium batteries are widely used, from electric vehicles to computer motherboard batteries, they have already became a part of our life. Transportation conditions have a great influence on the safety performance of lithium and Li-ion battery during the transport. With the widely use of lithium battery, security issues have become increasingly prominent while at the same time, still exists many defects and flaws in the corresponding laws and regulations. This article including characters of lithium battery which is described as dangerous goods and regulations of recommendations on the transport of dangerous goods-manual of tests and criteria. According to dangerous characteristics of lithium battery, the Security of UN38.3 test is analyzed and discussed as well as recent research on restricting qualification factors of domestic lithium battery. Recent research achievements on promoting the security of transportation are also concluded.
