[摘要]：自中国改革开放以来,市场经济不断发生调整和变革，致使流动人口逐年增加。随着我国逐渐加快工业化和城市化的发展，出现了大量的以农民为主体,以城市为主要目的地的人口流动热潮。从一方面来讲,流动人口规模的快速扩张,对丰富人们的生活起着重要的作用,也促进了社会和经济的发展；而另一方面,由于流动人口规模的扩大而导致了社会保障、文化、教育、城市建设和社会管理问题也日益显现。越来越多的流动人口增长,为城市注入了新的血液和活力,但对政府管理城市的能力,也造成了了巨大的挑战。在计划经济向市场经济发展过程中，大量农村劳动力向城市涌入，而且大城市的流动性不断增强，致使流动人口的管理问题日益重要。40500

[Abstract]:Since China's reform and opening up，the market economy adjustments and changes continue to occur, resulting in the number of migrants every year. 在现阶段，我国的流动人口管理工作还存在许多的问题，例如管理体制不成熟、流动人口的住所和工作、流动人口子女的教育问题以及带来的一系列的社会治安问题等。在城市流动人口的管理过程中,必须紧随时代的脚步,在市场经济体制下,对管理进行创新研究,对于建立一个稳定的社会秩序来说对城市流动人口的服务与管理是十分重要的,这也是构建和谐社会、全面建设小康社会的基础。
城乡二元结构随着人口流动而不断发生调整和改变，尤其是户籍制度变革受到“二元化”户籍较大的限制；规模较大的人口流动量，且频繁的迁移现象导致社会保障制度和社会公共服务的压力不断提升，如何解决这些压力是城市户籍管理制度改革的核心，同时也需要保障流动人口的基本权益、就业问题和基本生活需求，从而才能促进整个社会的和谐、持续发展，推动整个社会的平安康泰。
