摘 要：本文通过分析我国失地农民养老保险制度的演变，找出我国失地农民养老保险制度存在的问题。重点归纳分析我国各地域失地农民养老保险的模式，包括农村养老保险制度、建立专门养老保险制度、商业保险体系以及小城镇社会养老保险体系。通过比较分析，提出了建立多层次养老保险体系、加强个人账户管理、完善征地程序、建立和完善失地农民养老保险法律体系以及鼓励农民参加商业保险。56143

Abstract：In this paper, through the analysis of the evolution of endowment insurance-system for land lost peasants in China, find out the existing old-age insurance system for land lost peasants in China problems.Focuses on the analysis of our country farmer regional land endowment coinsurance, including the old-age insurance system in rural areas, the establishment of specialized pension insurance, commercial insurance system of small towns and the social endowment insurance system.Through the comparative analysis, proposed the establishment of a muti-level old-age insurance system, strengthen the personal account management, the night-land acquisition procedures, establish and perfect the system of endowment insurance law landless farmers and encourage farmers to participate in commercial insurance.

1 引言
在经济高速发展的今天，城镇化和工业化的进程愈显突出，农民为我国城市建设做出了难以取代的贡献。新中国以来，伴随着工业化和城市化的进程，不断征用农地，大量的农民被动的离开土地，他们形成的特殊群体我们通常称为失地农民 。我国相关法律规定，国家在一定情况下可以征用土地 。农民失去了土地意着失去了生活资料，面临着生存和养老等压力。他们处于传统农民和市民的夹缝和社会保障制度的断层中。收入的微薄以及长时间形成的惯性思维使他们游离在社会保险的体系之外。同时，我们社会视角的大导向往往集中于公务员、教师的阳光工资，或各企业职工的福利保险中。如此造成的分化致使失地农民更为弱势，容易激化社会矛盾。但是，《社会保险法》并没有对失地农民的养老保险做出完善的规定。因此，在这样的社会背景下，如何保障失地农民的生活和完善社会养老保险制度成为了政府和社会不得不面对的问题。 城镇化进程中失地农民养老保险法制保障思考:http://www.751com.cn/faxue/lunwen_60593.html
