摘 要：目前，我国许多地方在宅基地拆迁过程中出现了侵害农民权益的现象，亟需规范。本文以泗洪县石集乡为例，运用问卷调查、深度访谈等方法，对宅基地拆迁过程中的农民意愿进行调查。调查结果显示相关部门对于农民的意愿倾听不足、拆迁补偿款发放不及时、一些政策宣传不到位、农民就业的渠道不畅通是当前宅基地拆迁过程中存在的主要问题。据此本文提出倾听农民声音，尊重农民意愿；加强对补偿款发放的监督，及时发放补偿款；加强对相关政策的宣传力度；切实关注农民生活就业问题等建议。54143

Abstract：At present, the phenomenon which the interests of many farmers was violated in the process of house demolition is common, needs the standard. This paper takes Sihong County stone village as an example, by using the method of questionnaire, depth interview, carries on the investigation to the process of land demolition in the farmers' willingness. Survey results show that the relevant departments lack of listening to the farmers' willingness, the wishes of farmers has not been fully respect; The relocation compensation is not paid timely; some policy publicity is not in place, resulting in some of the farmers have strong objection; The employment of farmers, safeguard measures are not in place, and the approach of farmers' nearby employment is not smooth. In view of the above, proposes the following measures: listening to the voice of farmers, respecting the wishes of farmers; strengthen the supervision to the issuance of compensation, the timely payment of compensation; strengthen the relevant policy propaganda; giving attention to farmers' life employment etc.

1 前言

在新一轮城乡一体化建设进程中，出现了很多侵害农民权益的案例，严重影响了社会稳定。泗洪县地处苏北地区，是东部地区比较贫困的县，自2011年以来，该县领导响应国家政策，大力推进农村宅基地拆迁。在宅基地拆迁过程中，农民的意愿是否得到关注；农民的拆迁补偿款标准是否合理，发放是否及时；农民的后续的保障措施是否得到落实，这些问题都是最现实、最基本的问题。本文以该县的石集乡为例，通过问卷调查、深度访谈等方法对宅基地拆迁过程中的农民意愿进行调查，以期为农村宅基地拆迁工作有序推进提供依据。 宅基地拆迁过程中农民意愿调查研究:http://www.751com.cn/gongcheng/lunwen_58342.html
