摘 要：随着就业形势日趋严峻，高校毕业生的就业问题越来越成为社会关注的焦点。在此背景下，国务院、人力资源和社会保障部、教育部等部门颁布了一系列引导和鼓励高校毕业生面向基层就业的政策。从1993年第一项政策文件颁布以来，高校毕业生面向基层就业政策的演化经过了三个阶段，而就业去向可归纳为五大领域。这些政策在一定程度上起到了引导高校毕业生面向基层就业的作用，但政策本身尚不完善。因此，我国需要总结近年来高校毕业生基层就业政策实施过程中的经验与教训，不断完善高校毕业生基层就业政策体系，提升毕业生基层就业政策的效力。

The Text Analysis of Employment Policy for the College Graduates Face at the Grass-roots Level
Abstract: With the employment situation even more severe,the employment of college graduates becomes the focus of the society. Against this background, The state council, The ministry of human resources and Social security and the ministry of education department has issued a series of guide and encourage college graduates to base employment policy. Since the first policy document issued in 1993, The evolution of the college graduates facing grass-roots employment policy passed through three stages and the job can be summarized as five areas.To some extent, these policies have played an important role in guiding college graduates facing grass-roots employment, but policy itself is not perfect.So,our country need to summarize college graduates employment at the grass-roots level the experience and lesson in the process of policy implementation in recent years,continuously improve the college graduates employment policy system at the local level, Enhance the effectiveness of the graduates employment policy at the grass-roots level.
