摘要本文以广州市天河区某食品企业为例，作者在调查研究中发现，在社会统筹与个人账户相结合并实行多层次的养老保险制度的大背景下，企业在参保中出现了一系列的问题，如养老保险缴纳地与实际工作地点不符，漏缴、少缴养老保险，人力资源公司代理企业社保过程中存在包庇、签订的合同不够规范的现象等等，这些问题直接影响着职工退休后的生活保障。作者针对这些个问题进行系统的原因分析，认为有关部门应该明确法律条文，做到法律概念具体化，确切化；同时提高代理机构准入门槛，规范其行为，创立网络查询系统；另外必须建立完善的监督机制，加强对企业和代理机构的统一监督管理等。45404

Abstract
This paper is based on a research which taking a food company in Guangzhou Tianhe district as an example. The result shows that against the background which social mutual assistance programs combined with personal accounts, while execute mutiple level endowment insurance system, enterprises appear a series of problems when participating insurance. Some enterprises evade to pay the endowment insurance for employees or pay discounts. Some human resources company agent signed contracts unregulated or shield in the process of enterprise social insurance agency. Some employees find the place where endowment insurance pays do not tally with the working place. These problems directly affect the life guarantee of retired employees. After aiming at these questions and systematically analyze the cause, the author thinks that authorities should clear and definite legal provisions, while make legal concept concrete and precise. At the same time, improve barriers to entry of the agency and regulating the conduct. The creation of the network query system and perfect supervisory mechanism is very important for strengthen the unified supervision and management of the enterprise and agency.

中小型企业养老保险参保现状分析
——以广州市天河区某食品企业为例
随着技术改革,经济发展，社会人口老龄化问题日益严重，社会基本养老保险成为社会关注焦点之一。养老等于民生，对退休职工来说，养老金是保证其基本生活的重要来源。
然而，由于我国的养老保险制度在实施过程中还存在这样那样的诟病，直接影响着企业职工退休后的基本生活保障，最终带来的后果就是影响社会的稳定安宁。为此，分析我国企业养老保险制度中存在的问题并探究其中原因，具有非常重要的意义。
