摘要食品安全的保障首先是产品质量的保障,而食品质量问题首先是标准问题。标准是衡量食品质量是否可靠的一个重要标志,是能够保障我们所使用的产品从生产到食用过程中整个食品链健康的基本的技术条件之一。然而在我国食品安全技术标准依旧不够完善,有些食品的性能和指标在以前认为是安全的,但是现在却被证明出是不安全的;有些标准制定了但是还不够全面,无法满足保障食品安全的要求;有些标准执行了但是执行得却不够严格,不法分子仍能够从中取利;有些则是因为在实施食品安全管理时,相关的管理不够协调,国家主导的行业标准与地方标准、企业标准不协调,出现标准之间的重复交叉。对于解释我国食品安全技术标准的不完善,以及完善食品安全技术标准与管理过程中遇到的阻碍,可以从“公共安全”理论、“理性选择”理论、“突发性公共事件”、“新制度主义”等理论进行分析,并基于以上理论对于完善我国食品安全技术标准与管理革新提出相关的解释。56672

Technical Standards and Management Innovation of Food Safety in China
Abstract
The guarantee of product 's quality should be put in the first place to make sure of the safety of food , and food quality problem .First of all ,it is a standard problem. Standard is an important symbol to measure whether the food quality is reliable or not.It is one of the basic technical conditions to ensure that the products we used from production to consumption, of the whole food chain, is healthy. However, in our country the standard of food safety technology is still not perfect enough. Some food is considered safe before in performance and indicators, but now is proved out to be not safe.Some standards established are not comprehensive enough, and unable to meet the requirements of ensuring food safety. Some standards are not strictly carried out, and criminals can still make profit from them. Some are because the implementation of food safety management is uncoordinated and intersected in Country-dominated industry standards, local standards and enterprise standards. To explain the imperfect technology standards of food safety in China and to solve the problems in the process of the technical standards and management of food safety, we can use the theory of "Public Safety", the theory of "Rational Choice”,” Sudden Public events”,” The new institutionalism” to explain the reason.And based on the theory above, some options are suggested to perfect our technical standards of food safety and management innovation.
