城乡义务教育师资资源均衡配置方面存在的矛盾和问题

摘要：城乡义务教育的均衡发展是实现教育公平的基本途径，促进城乡义务教育均衡发展，师资资源的均衡配置成了关键的一环。通过对城市、农村义务教育师资资源配置情况比较，发现城市的教师队伍在数量、质量、结构、稳定性等方面明显优于农村的教师队伍。本文探讨城乡义务教育师资资源配置方面存在的矛盾和问题，阐明如何合理配置师资资源，缓解城乡义务教育的差距，推进城乡义务教育发展。56384

Abstract:Balanced development of urban and rural compulsory education is a fundamental way to realize education fairness.In order to promote the balanced development of compulsory education in urban and rural areas, balanced allocation of teachers resources became a key part. By comparing the situation of allocation of urban and rural compulsory education teachers resources and found that the number, the quality, the structure, the stability of teachers in the city are so much better than teachers in rural areas. Therefore, this paper mainly explores the conflicts and problems of balanced allocation of teachers resources of urban and rural compulsory education,and clarifies how to conduct the rational allocation of faculty resources to ease the gap between urban and rural compulsory education and promote the development of that.

1 引言

义务教育是适龄儿童必须接受、国家予以保证的国民教育，它具有强制性、免费性、普及性的特点。随着社会经济的不均衡发展，义务教育在城市和农村的发展出现了明显的分化，城市教育发展迅速，而农村教育的发展却存在着危机。我国出台的《国家中长期教育改革和发展规划纲要（2010-2020年）》中明确提出：“推进义务教育均衡发展。均衡发展是义务教育的战略性任务。建立健全义务教育均衡发展保障机制。推进义务教育学校标准化建设，均衡配置教师、设备、图书、校舍等资源。”可见促进义务教育的均衡发展已经成为了一个相当重要的课题。而为了实现义务教育的均衡发展，关键是师资资源的均衡配置。目前，城乡义务教育师资资源的配置仍存在着问题，具体表现为：在数量、质量、结构、稳定性等方面，城市的师资力量明显优于农村的师资力量，笔者认为，只有城乡义务教育师资资源非均衡配置问题得到有效解决，才能使义务教育均衡发展，建设和谐社会，提高中华民族素质的目标真正实现。
