摘 要：我国人民生活水平的日益提高，闲暇时间的不断增多，人们对自己的身体健康问题也逐渐重视起来，然而社会体育场馆满足不了广大人民的健身需求，因此学校体育场馆向社会对外开放，使学校体育场馆变为社会共有资源，解决体育场馆匮乏的现状成为各级主管部门急需解决的问题。为了更好的了解新沂市中小学体育场馆对外开放的现状，探索解决问题的对策，本文主要运用问卷调查法、文献资料法、访谈法、数理统计法等对新沂市中小学体育场馆对外开放现状进行研究，通过研究调查，阐述新沂市中小学学校体育场馆对外开放的现状，并提出相关整治对策，希望对进一步促进中小学体育场馆对外开放，提高学校体育场馆的使用率具有指导意义。57738

Abstract：The people's living standard is increasing day by day in our country, the increasing of leisure time, people for their own health problems also gradually attention, however, social sports venues to meet the fitness needs of the broad masses of the people, so the school sports venues open to the society, make it become a society of resource school sports venues, to solve the current situation of the lack of sports venues become competent departments at all levels need to solve the problem. In order to better understand the paper selects xinyi city middle and primary school sports venues open to the public of the status quo, explore the countermeasures to solve the problem, this paper USES questionnaire investigation, literature material method, interview method, mathematical statistics and so on study of the paper selects xinyi city middle and primary school sports venues opening up to the present situation, through the research, elaborated the present situation of the school sports venues open to the public, the paper selects xinyi city primary and secondary schools and puts forward relevant improvement measures, hope to further promote the middle and primary school sports venues open to the public, improve the utilization rate of school sports venues.

1 前言
随着我国经济水平的迅速发展以及人民生活水平的不断提高，愈来愈激烈的社会竞争，高强度的脑力劳动，促使高文化素质的人员逐渐意识到身心健康的重要性，注重个人的全面发展[1]。继而人民日益增长的体育健身需求与社会公共体育场馆资源的相对匮乏形成了我国实施全民健身运动的主要矛盾和难点。中小学体育场馆作为中小学师生进行体育教育，体育训练及课外活动的主要场所，同时它也承担着向周边居民、体育俱乐部、企事业单位进行体育活动的责任。我国为了实施学校场地的开放，制定了有关政策，条例，法规。1995年颁布的《全民健身计划纲要》及《体育法》中明确规定各种国有体育场地设施都要向社会开放[2]。《全民健身纲要》中指出：“各种国有体育场地设施都要向社会开放，加强管理，提高使用率[3]。”因此，在满足中小学本身教学训练的同时，中小学体育场馆也应适当对外开放，以此来缓解社会体育场馆不足的矛盾，为全民健身运动的开展和构建和谐社会做出一部分贡献。 新沂市中小学体育场馆对外开放的现状与对策研究:http://www.751com.cn/tiyu/lunwen_62569.html
