摘要随着社区建设的广泛开展及城市化进程的深入，城市社区的福利服务模式已经由政府包办一枝独秀的状况向多主体共同参与、多方面合作投资、多受众广覆盖、多层次全方位的局面转型。本文以南京市 4 个不同层次的社区中面向不同服务人群的民非组织和 1 个民非组织孵化器为例，通过实地观察和个案访谈，对城市社区民办福利服务模式的新探索进行案例研究， 综合分析民非组织的服务对象、资金来源及发展困境等方面，并尝试为解决其发展难题提出可行的建议。20867

Title A Case study on the Model of Private Welfare Service In Community ——Based on the Research of Nanjing
Abstract
With the extensive development of the community construction and the
deepening of urbanization process, the model of welfare service in urban
community has transformed from one solely provided by government to one
combining distinguished features, including multiple participants as
providers, multiple investors from various societies, multiple targeted
audiences benefited from different services and multiple services suited
to comprehensive needs of citizens. This paper is based on the research
of 4 different non-governmental organizations from 4 distinctively
classified urban communities and an accelerant organization for NGO,
through careful observation and profound interviews, the writer conducts
a comparative case study on the new exploration of the model of private
welfare service in urban community, and comprehensively analyzes the
targeted audience, investment sources and developing dilemma of NGO,
therefore attempting to offer plausible suggestions and feasible solutions
to overcome these obstacles.
