摘要“看病难、看病贵”问题一直是困扰我国医疗卫生事业发展的瓶颈问题，而社区卫生服务是缓解这一问题的重要途径之一，对推动我国医疗体制改革和卫生事业发展具有重要意义。淮安市从2009年起逐步建立了比较完整的城市社区卫生服务体系，虽然在机构设置、人才培养、信息化建设及服务供给能力等方面取得了一定成效，但依然面临着一些问题和困难，如部分县区机构设置不规范、社区卫生服务机构人才依然缺乏、地方财政资金面临巨大压力、社区卫生信息化建设有待加强及缺乏统一的运行管理机制等。鉴于此，特从完善社区卫生服务机构设置、提高医疗服务能力、加强社区卫生服务队伍建设、加强政府的监督管理、构建多元化的筹资渠道、推进信息化建设等几个方面提出完善的对策建议。68247

Title The research of development of Huaian City, Jiangsu Province community health service system
Abstract
Problem of "difficulty and high cost of the doctor" has always been a bottleneck plaguing China's medical and health enterprise development, but community health service is one of the important ways to alleviate this problem, which is significant to promote the medical system reform and the health development of our country. Since 2009, Huaian has gradually established a relatively complete urban community health service system. while its institutional setup, personnel training, informatization construction and services supply ability has obtained effectiveness, but it still faces some problems, such as part of the country agencies setting up norms, community health service institutions being still lack of talent, local finance funds being under pressure, community health informatization construction waiting to be strengthened, and a unified operation and management mechanism being lacked, etc. In view of this, from completing community health service institutions, improving the medical service ability, strengthening the construction of community health service team, strengthening the supervision and management of the government, building persified financing channel, promoting the informatization construction of such aspects, we put forward perfecting countermeasures.
