摘要随着近些年的高速发展，我国基础设施的需求越来越大，尤其在国家大步推进城市化进程后。但因政府的资金短缺，急需一种可以让私人资金进入基础设施建设的融资模式，于是BT模式被引进并大规模运用。其不仅在缓解政府财政压力有着显著的成效，又能使企业获得稳定客观的收入。但目前缺少BT模式方面相应的制度，法律环境缺失，使得 BT 模式的实际应用较为混乱。

本文首先研究了BT模式的理论知识。介绍了BT模式的基本含义和特征，通过比较BT模式和其他各种建设模式切入，着重突出BT模式的特点，并从不同角度分别阐述对BT 模式的界定及适用范围。然后对BT模式在基础设施建设中关于运作程序、管理方式及收益等进行研究。接着介绍了BT模式的各种风险及防范措施。再结合上文的内容分析实际案例，详细讨论了BT模式在基础设施建设中的实际应用。最后根据全文，提出了几点我国BT模式在基础设施建设中的建议。33908

Abstract
With the rapid development in recent years, the need of infrastructure is increasing in our country, especially after the national promoting the urbanization process big step. But because of the government's shortage of funds, be badly in need of a kind of can let private capital into the infrastructure construction financing, so BT model was introduced and large-scale application. It not only can reduce the pressure on the government's finance, but also make enterprises obtain stable objective of income. However, the lack of law and environment for BT model made the practical application of BT mode confusedly.
This article first study the theory of BT mode. Introduce the basic meanings and features of BT mode. Then through comparing the BT mode and other kinds of construction mode, especially emphasizes the characteristics of BT model, and expound the definition and scope of application of BT mode from different angles. Furthermore, study the operating procedures, management mode and yield of the BT mode in the infrastructure construction. Additionally introduces the BT model of various risks and preventive measures. Listing the case, analyze the practical application of BT mode in infrastructure construction through combining with the content of the above，and discussed BT mode in the actual application infrastructure in detail. According to the full text, and puts forward some Suggestions of BT mode in the construction of infrastructure in our country.
