摘要:《国家中长期教育改革和发展规划纲要(2010——2020)》确立的重要目标之一就是到2020年基本实现义务教育的均衡发展,义务教育优质均衡发展是实现教育公平的保障,也是教育发展的一项重要使命。在推进义务教育均衡发展的过程中,我国义务教育已从公平的基础上逐渐上升到优质的层次,其中教师资源的合理优化配置是实现义务教育优质均衡发展的一个重要步骤。近年来,江苏省义务教育优质均衡发展水平显著提高,但在师资配置方面也存在一些问题,文章以江苏省金湖县为例,调查发现师资配置在学历、技术职称、年龄、性别等方面存在的分布不均衡现象。对此,在强化政府对教师配置的政策导向、扶持农村学校发展的基础上应该建立新型教师评价制度,推进教师的合理流动、搭建教师发展平台,努力提高教师教育教学水平,实现义务教育阶段的优质均衡发展。59307

Abstract: The important goal of the "national long-term education reform and development plan (2010 -- 2020)" is established basically to achieve the balanced development of compulsory education in 2020, balanced development of compulsory education quality is the realization of education equity, and it is also an important mission of education development. In the process of promoting the balanced development of compulsory education, compulsory education is from the fair basis gradually rose to the level of quality. The optimal allocation of teacher resources is an important step to realize the balanced development of compulsory education quality. In recent years, the balanced development of compulsory education level increased significantly in Jiangsu Province, but there are some problems to be improved about the allocation of teachers, taking Jinhu County of Jiangsu Province as an example, the survey found that the teacher resource allocation has phenomenon of imbalance in teachers’ education and professional titles and age. In order to realize the balanced development of compulsory education quality , the government should establish the direction about the allocation of teachers, and support the development of rural schools, it also should establish the new teachers’ evaluation system and improve the teaching level of teachers.

1 前言
义务教育优质均衡发展是教育发展的一项重要使命,《国家中长期教育改革和发展规划纲要(2010—2020年)》明确指出缩小地区间教育差距、扶持农村困难群体、合理配置师资为今后教育工作的重心。文章以江苏省金湖县为例,调查发现师资配置在学历、技术职称、年龄、性别等方面存在的分布不均衡现象,探索合理配置师资的方法。
