摘要在实现“中国梦”即中华民族的伟大复兴的重要历史机遇面前,教育是我们复兴的根本,教育是我们培养真才实干的逐梦者的主要渠道,而义务教育又是根本的根本,是实现整个中华民族伟大复兴的奠基工程。但是,就我国现状而言,义务教育资源在城乡、地区甚至人群间都存在失衡现象,其中以城乡失衡为甚。本文在探讨义务教育资源的内容,包括其公平配置的内涵及原则的基础上,从生均教育经费、师资队伍及升学率三个方面分析了城乡义务教育资源配置的失衡表现,并从制度因素、管理因素、经济因素及自然因素四个角度阐释了配置失衡的主要原因,最后,以优化我国城乡义务教育资源配置为目标提出了确保政府投资的主体地位、投入重点、增大教育资源总量、城乡教师的双向流动与有效合作以及建立健全完善法律体系并保障通畅的权利救济渠道等五个方面的对策建议。67509

Title Discussion on fair allocation of compulsory education resources in China
Abstract
In the realization of "Chinese dream" that is the great rejuvenation of the Chinese nation's historic opportunity before us, education is fundamental to our revival, education is the main channel for the telegraphist we trained really hard work, but compulsory education is fundamental, is the foundation of realizing the great rejuvenation of the Chinese nation. However, as far as China is concerned, the compulsory education resources in urban and rural areas, regions and even the people are imbalance, the imbalance between urban and rural areas. In this paper the basic content of compulsory education resources, including the fair allocation of the connotation and principles, from the average educational fund, faculty and enrollment rate three aspects to analyze the imbalance of urban and rural compulsory education resources allocation, and from the system factor, management factor, the four angle economic factors and natural factors explained the main reason for the imbalance. Finally, suggestions in five aspects in order to optimize the allocation of urban and rural compulsory educational resources in China is presented to ensure that government investment main body status, the two-way flow of investment in key, increase educational resources, urban and rural teachers and effective cooperation and perfect legal system and guarantee the patency of the right relief channel.
