[摘要]当前我国行政成本过高，财政负担繁重，公车消费占有很大比重，这严重阻碍了当前我国建设廉洁政府的步伐。公车改革是大势所趋，对推进政府职能转变和廉洁政府建设具有重要意义。然而公车改革实行多年却效果甚微，存在动力不足、规定不统一、信息不公开等问题，究其原因主要有官僚特权思想严重、缺乏配套制度保障、监督机制不健全、相关财政制度不完善、未对改革进行后续的评估完善这几方面。推进公车改革，建设廉洁政府必须打破官僚特权思想，树立廉政服务理念；加快体制改革，建立配套制度；完善财政制度、提高财政透明度；健全监督机制；全程跟踪完善、优化改革方案。 36271

Study on Chinese Government Car Reform from the View of Clean Government
[Abstract]Currently, high cost of administration, the heavy financial burden and government car consumption account for a large proportion, which severely hinder the pace of building a clean government. Government car reform is a trend, and it’s important to transform government functions and the importance of building a clean government. However, the effects of the government car reform for many years are minimal. There are some problems like power shortage, unified regulations, nonpublic information and so on .The main reasons are serious bureaucratic thought, lack of supporting system security, imperfect supervision mechanism and relevant financial system, not improve the follow-up assessment of the reform. Promoting government car reform and building a clean government must break the bureaucratic privileges ideology and establish the concept of integrity services, accelerate the reform and establish the supporting systems, improve the financial system and fiscal transparency; sound monitoring system, tracking improve and optimize the reform program.

公车，即公务用车，是指政府财政根据各级政府机关及其工作人员执行公务的需要而配备的车辆[1]。其目的是为了方便党政机关，提高行政效率，更好地为人民服务。但是近年来，由公车衍生的腐败问题严重，阻碍了廉洁政府的建设，与当前倡导的廉洁政府的新形势背道而驰。所以，公车改革势在必行。
