From "Shanghai Bund" event to see the Chinese government's tourism safety functions
Abstract: The "Shanghai Bund stampede" incident caused huge losses to the tourism industry which also sounded the alarm. From a rational point analysis, we find that lack of government presence travel security functions in the accident. This article is by deletion of Government in the performance of tourism security functions that the government in the "Bund stampede" event in travel safety information dissemination is not timely, inaccurate, not in place prior estimates, are not effective rescue organization, so as It concluded that the government should strengthen the tourism legislation, good pre-warning, develop comprehensive rescue mechanism, strengthen government tourism safety education.

1引言
2014年12月31日23时35分，上海外滩陈毅广场发生了踩踏事件，36人丧生。主要考虑到人流量过大这一问题，外滩取消了每年一次的大型跨年灯光秀活动。但外滩作为上海扬名海内外的地标，节假日人们仍然自发聚集于此。根据事先的安排，上海相关部门已安排了 700多名警力到现场。当外滩人数接近往年跨年灯光秀活动时的人流时，公安等部门又迅速调集了100多个警力到达现场文持秩序。但是,因为客流远远超过了预计，警力就显得配备不足，大大增加了人流分散的难度。到23：30左右，悲剧发生了，陈毅广场和亲水平台的人流发生对冲,有人摔倒,接着踩踏事件就发生了[1]。上海外滩踩踏事故的发生，透露出了政府旅游安全职能的缺失。事件前，政府未能对此次活动发生的情况进行充分评估，并且信息传达不畅，事件中，组织救援不得力等，悲剧的发生有一定的必然性。因此，本文就“外滩踩踏”事件折射出的政府旅游安全职能问题进行研究，为提高政府履行旅游安全职能的水平提供借鉴。
2 政府的旅游安全职能及其内涵
2.1政府在旅游安全中的地位和作用
我国旅游业的最初发展是以政府为主导力量的，政府在旅游发展中起到了极其重要的作用。尤其是对于大型集会等公共的旅游活动，政府在活动安排和后援保障方面作用巨大。在旅游安全中，政府应该积极充分地发挥主导作用，同时调动其他非政府部门及公民参入的积极性，并且政府做好管理，监督工作。在平时，政府应该做好普及旅游安全知识的工作，做好旅游安全宣传，在一些重大旅游节假日到来之前，政府应该提前加强旅游安全事项的提醒，对景区等客流量进行控制，就可能发生的情况制定一个详细的方案，并提前组织好救援队伍。 由“上海外滩”事件看中国政府的旅游安全职能(3):http://www.751com.cn/faxue/lunwen_37250.html
