摘要首先文章对网络政治参与和公共政策制定的相关概念作出界定；其次，对我国公民网路政治参与存在的问题进行了分析，指出了网络政治参与所存在的公平困境、成本悖论、效率损失和稳定隐患的现状。再次，文章分析了公民网络政治参与对公共政策制定所产生的正面效应和反面效应，同时对公共政策对网络政治参与的回应及其存在的问题进行了剖析。接下来，文章以校车事件的发生、影响和《校车安全管理条例》的制定过程为例，对我国公民网络政治参与的过程和结果作出介绍；并分析了在这次政治参与和公共政策的实践中，公民网络政治参与和政策回应中存在的不足和问题。最后，文章从公民网络政治参与和政策回应的主体、平台、方式出发提出有序参与和政民互动两方面措施，对二者关系进行改进。9757

Title The study of the relationship between civic political
participation on network and public policy making
Abstract
Firstly, the article defined political participation on network , public policy making and other related terms. Secondly ,the article analyzed the problems of our country's civic political participation on network and pointed the present situation :the dilemma of fairness ,the paradox of cost ,the loss of efficiency and the hidden dangers of stability .Thirdly ,the article analyzed the positive and negative effects which civic political participation on network produces on public policy making .Simultaneously ,described the response of public policy to political participation on network and the problems on the response .Then ,taking the school bus incident and the making of "School bus safety regulations" as example ,the article introduced the process and
results of our country's civic political participation on network and analyzed the shortcomings and problems existing in civic political participation on network and Policy response .Finally, based on the main body, the platform and the ways of civic political participation on network and policy response, the article proposed two measures to improve the relationship between the two: orderly participation and interaction between government and citizen.
