摘要:我国是世界老年人口最多、增速最快的国家,快速增长的老龄人口使社会养老问题更加的突出。由于老干部与普通的退休干部都曾经为国家做过巨大的贡献,根据平等人权理论,老干部和退休干部都应该享受相同的待遇,不应该游离于制度之外,所以应将老干部群体纳入到社会化养老中去。但是由于老干部的特殊性和一般性的特点,老干部理应享受与社会化养老相匹配的特殊待遇。本文从老干部的角度来论述他们在社会化养老进程中遇到的问题及解决的对策,通过调研发现老干部社会化养老理念尚未改变;社会化养老过程中存在着福利不健全、财政投入少等问题;社会化养老措施尚未与老干部养老需求相匹配;养老方式尚未由单位养老改变为社会化养老等问题,对此,结合对层次需求理论、社会学角色理论、新公共服务理论和恩格斯的人权平等理论的研究,在借鉴国外对退休人员的养老方面的经验和教训、结合本国国情的基础上,通过构建政府推动老干部的社会化养老服务的管理机制、构建老干部社会化养老基本内容、建立老干部的社会化养老机制、整合资源,完善老干部社会化养老相应的配套设施和服务、培养专项人才,专业服务老干部等来构建老干部社会化养老服务体系。42867

Problems and countermeasures in the process of the social endowment of retired veteran cadres group
Abstract: China is the world's most populous and fastest growing country in elderly population, which make the social pension issues more prominent.Old cadres has a unique role and status in the older age groups , because of the social environment and the entire veteran population structure has undergone a lot of changes , the current veteran's care services can not satisfied their needs. The paper in the angle of veteran discusses what kinds of problems they encountered and the solution of countermeasures in socialization pension process . We found that veteran socialization pension concept still not changed by some researchs ; The exit socialization pension process with unsound welfare , less of financial input and so on .Socialization pension measures are not match with the veteran pension needs , pension way yet change .Combined on the level needs theory, sociology role theory, new public service theory and Engels of human rights equal theory of research .Through the building of cadres socialized management service of the Government system, constructing cadre socialized basic content, establishing socialized mechanism of cadres, integrating resources and improve the cadre socialized corresponding facilities and services, training of special personnel to build a cadre of professional services socialized service system.
