摘要:保障性住房建设经历原来由政府进行筹资建设的单一模式逐渐转变成为政府和企业共同进行投资建设的多元化模式。在保障房的发展过程中,运用政府与社会资本合作的PPP模式来改善住房困难群众的居住条件。PPP模式采取利益共享和风险共担的方法提供公共产品和服务的机制创新。这种模式引入了市场竞争,可以实现优势互补,提高公共产品和服务的供给效率和质量,本文将PPP模式应用于我国保障房融资建设领域,旨在通过对保障性住房建设的研究,就我国的保障性住房建设的PPP模式提出相应对策和建议。只要我们合理规避风险,制定规范的规章制度来加以约束,那么保障性住房定能够成为中国真正的一项惠民工程。43672

The Research of PPP Mode In Affordable Housing
Abstract:Single model construction of affordable housing through government funding by the original construction is gradually transformed into the government, which enterprises jointly invest in the construction of a persified model. In the development of affordable housing,the PPP model of cooperation between the Government and social capital is often used to improve the living conditions of the housing difficulties of the masses. ppp mood takes benefit-sharing and risk-pooling measures to provide the improvement of mechanism in public products and service. This model introduces domestic competition , which can complement each other and improve supply efficiency and quality of public goods and services.This article will be applied in the field of PPP financing construction of affordable housing and aim at making corresponding countermeasures and suggestions in our construction of affordable housing in the PPP through the study of the construction of affordable housing.Affordable housing set will become one of China's real beneficial projects as long as we aviod the risk of the development of stardardized rules andregulations to be bound.
