摘要我国自1988年开始试行工程建设监理制度，经过20年的发展，建设监理工作从试点到全面推广，从拿来到消化吸收，已经形成了中国的特点和特色，同时在工程建设领域也取得了不错的经济效益和社会效益。工程建设监理从工程的质量、进度、投资三大目标着手，合理协调三者关系，运用主动控制和被动控制相结合的方法，进行全方位、全过程的系统控制，同时采用组织措施、技术措施、经济措施和合同措施等方法，通过合同管理、信息管理和组织协调，使工程的监理目标得以实现。50622
本文从工程建设监理制度产生的背景入手，随后简略地介绍了国外监理制度的产生及发展过程，与我国的监理制度形成一个比较，找出两者之间的差距，引出本文的研究目的和意义。然后从监理目标控制系统方面进行阐述，介绍了监理的概念、监理制度的性质特点，三大控制目标之间的关系以及控制的类型和环节等。本文第三章详细介绍了质量、进度、投资控制的方法与手段，其中也涉及到控制的内容、程序等，是整篇论文的重点。最后，结合实际案例，介绍了用组织措施、技术措施、经济措施和合同措施进行监理目标控制。

Abstract Since1988,China began the trial construction supervision system,20 years,construction supervision from pilot to full-scale promotion, used to digestion and absorption, has formed the features and characteristics of China in the field of construction has made great tremendous social and economic benefits. Engineering construction supervision from the quality of the project, progress, investment objectives set out reasonable to coordinate the relations between the method of combining the use of active control and passive control, all-round, the whole process of system control, organizational measures at the same time, technology measures, economic measures and contractual measures, contract management, information management and organization and coordination, the supervision of the project objectives are achieved.
In this paper, the background of construction supervision system to start, followed by a brief introduction to the generation and the development process of foreign supervision system , and then form a compare to identify the gap between the two, leads to the purpose and significance of this study. Then we describe from supervision target control system, and introduce the concept of supervision, the characteristics of the supervision system,the relationship between the three main objectives of the control and the control aspects such as the type.This chapter details the quality, progress, control methods and means of investment, which also involves the control of content, procedures, etc., is the focus of the whole thesis.Finally, with the actual case, describes the use of organizational measures, technical measures, economic measures and contract measures to achieve supervision target.
